What a JDM Import Actually Is

JDM stands for Japanese Domestic Market. These are vehicles built for sale in Japan — right-hand drive, metric gauges, and specifications that were never sold new in North America. A Toyota Altezza is not a rebadged Lexus IS300; it is the car the IS300 was based on, with different chassis codes, engine options, and equipment. A Toyota Alphard was never sold new in Canada at all. When you buy a genuine JDM import, you are buying a vehicle that lived its entire early life in Japan, then entered Canada under the 15-year import rule.

How the 15-Year Import Rule Works

Canada allows vehicles 15 years or older from their date of manufacture to be imported without meeting Transport Canada Motor Vehicle Safety Standards (CMVSS). The clock starts at the manufacture date — not the model year, not the registration date. A vehicle built in November 2009 became eligible in November 2024. The Registrar of Imported Vehicles (RIV) administers the process through the Registrar of Imported Vehicles (RIV) program. Vehicles newer than 15 years must meet CMVSS or qualify under a narrow list of exemptions; most JDM enthusiasts wait for the 15-year mark.

Once the vehicle arrives at a Canadian port, it must clear CBSA, pass a federal inspection (RIV inspection), and pass a provincial out-of-province inspection before it can be registered in British Columbia. ICBC requires a B.C. Vehicle Inspection (BCVI) for any out-of-province or imported vehicle before issuing B.C. plates and insurance.

What the Auction Sheet Tells You — and What It Doesn't

Genuine JDM imports arrive with a Japanese auction sheet. It grades the interior and exterior (Grade 5 to Grade R/RA for repaired accident history), notes modifications, and records mileage at auction. It is the closest thing to a CARFAX for a vehicle that never lived in North America. CARFAX does not track JDM-market history. A clean auction sheet (Grade 4 or higher, no R/RA grade) is a strong signal, but it is not a warranty. It does not capture every repair done at a Japanese dealer or independent shop before auction. A pre-purchase inspection by a shop that knows JDM platforms — RHD steering geometry, JDM-spec engines, JDM-specific electronics — is the only way to verify mechanical condition.

What to Inspect Before You Buy

Auction sheet grade and translation — Grade 5, 4.5, 4 are clean. Grade 3.5 may have minor panel damage. Grade R or RA means repaired accident history. Ask for a translated copy.

Import documentation — Form 1 (Vehicle Import Form), Form 2 (Vehicle Inspection Form), CBSA B3/B15, and the RIV inspection certificate. Without these, the vehicle cannot be registered in B.C.

Provincial inspection — A B.C. Vehicle Inspection (BCVI) from a designated inspection facility is required before ICBC will issue plates. Ask the seller for a recent BCVI or budget for one.

RHD-specific inspection points — Steering rack play, steering shaft universal joints, headlight aim (JDM headlights aim left; they must be re-aimed or replaced for Canadian roads), speedometer conversion (km/h only is legal in B.C., but verify the odometer reads kilometres), and JDM-specific engine/ECU quirks (e.g., JDM ECU speed limiters, immobilizer differences).

Rust and undercoating — Japanese roads use less salt than Canadian winters, but coastal Japan sees salt air. Inspect the underbody, inner fenders, and rocker panels. Many importers apply undercoating at the port; verify it was done properly.

Title and registration path — The vehicle must be cleared by RIV, pass federal inspection, pass B.C. provincial inspection, and then be registered with ICBC. Ask the seller for the complete paper trail.
